Invitations were sent to 3,300 applicants having a minimum Comprehensive Ranking System (CRS) score of 489 by Immigration, Refugees and Citizenship Canada (IRCC). Since Express Entry launched in 2015, the draw was only eligible to applicants to the Federal Skilled Worker Program. Following the results on February 1 in which only applicants who had already secured provincial nomination received an ITA, this was the second program-specific draw of 2023. 2023: Express Entry

Express Entry draws typically occur on Wednesdays every two weeks. The protocol seen since Express Entry was launched in 2015 has changed for the draws in 2023.

Following the draw on November 23, there was an unexpected six-week break until the first draw of this year took place on January 11. The introduction of NOC 2021 may have triggered an IT system malfunction, according to an email from IRCC to CIC News that suggested as much.

On January 11, 5,500 applicants with minimum CRS scores of 507 were invited. Since all-program draws were resumed following an 18-month pandemic break between December 2020 and July 2022, there were the most applicants and the lowest CRS cut-off score.

The same number of applicants were invited to another lottery the next week on January 18 with a substantially lower minimum CRS score of 490. Since IRCC typically does not give ITAs to candidates over a two-week period, this draw caught everyone off guard.

The Express Entry lottery is held by IRCC only for PNP applicants.

The most recent draw, which took place on February 1 after an anticipated two-week break, was the first since June 2022 to only invite Express Entry applicants who had obtained a provincial nomination. Even prior to the epidemic, the IRCC rarely held program-specific draws. Nearly all Express Entry drawings have been all-program draws, with a few notable outliers for the Federal Skilled Trades Program.

Since the all-program draw suspension during the COVID-19 epidemic, the IRCC has not conducted an Express Entry draw for PNP-only candidates. For applicants in the Express Entry pool who had already acquired a provincial nomination, draws for Express Entry continued during the hiatus.

A candidate’s Express Entry application will immediately gain 600 more CRS points if they are nominated by a province.

What will happen next

After Bill C-19 received royal assent this year, Express Entry is probably going to change. The new law gives the immigration minister the power to extend invitations to applicants in order to satisfy Canada’s economic priorities and address critical labor shortages. Instead of granting ITAs based only on CRS ratings, it is anticipated that IRCC would start holding draws that focus on particular criteria.

Public consultations on the potential design of the new attribute-based categories were just just concluded by IRCC. Candidate characteristics could include career, education, work history, or language proficiency. New categories will be revealed prior to the draws, according to the department.

Describe Express Entry.

The Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program all use Express Entry as their applicant management system (FSTP). Candidates for the Provincial Nominee Program (PNP) in the Express Entry pool are already qualified for at least one of these schemes.

The Comprehensive Ranking Method (CRS), a points-based system used by Express Entry, ranks candidate profiles. The highest-scoring applicants are given an Invitation to Apply (ITA), after which they can submit a permanent residency application.

An IRCC official examines the application once the candidate submits it and determines whether or not to approve the candidate. The applicant will then be a permanent resident of Canada and one step closer to obtaining Canadian citizenship if this is successful.
